The Labor Regulation 2013 came into force on April 1, 2013. An employer is required by Article 30 (1) of the ordinance to submit a personnel register upon request of the Director of the Directorate of Labor and Research (DAO). The personnel register is established per the models, as included in the Landsbesluit registers Arbeidsverordening 2013.
The personnel register consists of three parts, namely:
- Model 1A which indicates the personnel employed in the year 2020;
- Model 1B showing the staffing requirements for the coming year and
- Model 1C the staffing requirement related to a specific project in 2021 as indicated in Model 1B.

How and where to submit the 2020 - 2021 Personnel Register
The DAO requests that you fill in all data in the digital version of the personnel register, per the models established by law, and send it to the e-mail address email@example.com.
In case your company has one or more branches or offices, you are requested to submit a personnel register for both the main office (e.g., Chamber of Commerce number 5555.0) and the branch/branches (e.g., Chamber of Commerce number 5555.1, 5555.2, etc.). You are also requested to indicate on the digital version of the personnel register which employees are rotating by placing an asterisk (*) in the column following column "No.".
The DAO emphasizes that it is mandatory to complete all three models. If there is no staffing requirement or there is no staffing requirement for a specific project for the year 2021, 'nil' should be indicated on Models 1B and 1C.
After sending the 2020 - 2021 Staffing Register, you will receive an acknowledgment of receipt from the DAO. Please note that the confirmation of receipt does not in any way constitute approval of the 2020 - 2021 Personnel Register. DAO will announce to your company during the year 2021 whether the personnel register has been approved.
It is mandatory to send the personnel register 2020 - 2021 in digital form during the period from March 1, 2021, to May 31, 2021. For the completion of the personnel register, you should use the Explanatory Notes on the Personnel Register 2020-2021, included in the Excel sheet.
Companies that do not comply with the submission period and companies that have not submitted the personnel register in the past year are in violation of Article 30 of the Labor Regulation 2013. An administrative fine for violation of the said article may be imposed on these companies. If you have not filled in the personnel register correctly or failed to correct these errors after DAO has alerted you to this, also means that you violate Article 30 of the Labor Ordinance 2013.
Companies that use an intermediary (e.g., an accounting or consulting firm) are reminded that the duty to submit the personnel register falls on the employer, not the intermediary.
