Performance Management Planning Consultation

ORANJESTAD – The Department of Human Resources is informing you about the planning consultation for performance management.

The Performance Evaluation law (AB2022 no. 165) is in effect since January 1, 2023, based on Article 15 of the LMA. ‘Performance review” or 'Performance management’ applies to all public employees, department heads, and directors employed by the Government of Aruba. It is a common practice that addresses performance in the private sector and is now applicable to the public sector to help improve the performance, quality, and effectiveness of the public workers and the Government. 

What to do? 

The planning consultation should take place before February 28, 2023. In this planning consultation, the public employee and the department head define the duties/tasks for the year and plan this in writing.

Step 1:

The public worker fills in the form ‘Planningsgespreksformulier’ (in January or February)

The form is available for download on:

Step 2:

After filling out the form, the employee submit it one week before the planning consultation.

Step 3:

During the conversation with the department head, the parties determine the "result agreements" (desired results) and the core competencies (vital competencies for the proper functioning of the public sector).

Step 4:

At the end of the planning consultation, sign and scan the form and submit a copy to the department head. The employee should always retain copies of all documents.

Failing to comply with this law and not having the conversation will result in the public employee and head of department not being evaluated for their duties and consequently not being evaluated at the end of the cycle. No evaluation can affect the legal position as t will not qualify for the promotion or remuneration. Additionally, the law opens up the possibility to initiate the termination process for the public employee if their functioning is not up to par for three consecutive years.

The performance evaluation tool, which is a law aims at improving the functioning of the public sector, and all public employees have to take the first step in improving their functioning.
