The Labor Ordinance 2013 came into force on April 1, 2013. An employer is required under Article 30(1) of the Labor Ordinance to send a personnel register upon request by the Director of the Department of Labor and Research (DAO). The personnel register is established in accordance with the models, as included in the National decree registers Labor Ordinance 2013.
The personnel register consists of three parts:
- Model 1A indicating the personnel employed in the year 2022;
- Model 1B showing the personnel requirements for the coming year;
- Model 1C the staffing needs related to a specific project in 2023 as indicated in Model 1B.
Personnel Register 2022 – 2023
The personnel register can only be submitted digitally to the DAO.

For this year, a number of companies with more than 75 employees will be part of a new process for submitting the personnel register to the DAO.
These companies have been approached separately so this information does not apply to these companies if they have indicated they will participate in the new process.
How and where to submit the Personnel Register 2022 - 2023
The DAO requests that you complete all the information in the digital version of the Personnel Register, in accordance with the models established by the law, and send it to the email address firstname.lastname@example.org.
In case your company has one or more branches or branches, you are requested to submit a personnel register for both the main branch (e.g. Chamber of Commerce number 5555.0) and the branch(s) (e.g. Chamber of Commerce number 5555.1, 5555.2 etc.). You are also requested to indicate on the digital version of the personnel register which employees are rotating by placing an asterisk (*) in the column after column "No.".
The DAO emphasizes that it is mandatory to complete all three models. If there is no staffing requirement or there is no staffing requirement for a specific project for the year 2023, 'nil' should be indicated on Models 1B and 1C.
After sending the Personnel Register 2022 - 2023, you will receive an acknowledgement of receipt from the DAO. Please keep in mind that the acknowledgement does not constitute an approval of the 2022 - 2023 Personnel Register. The DAO will announce to your company during the year 2023 whether the personnel register has been approved.
It is mandatory to send the Personnel Register 2022 - 2023 in digital form during the period from January 19, 2023 to May 15, 2023. For the completion of the Personnel Register, please use the Explanatory Notes Personnel Register 2022-2023.
Companies that do not comply with the submission period and companies that have not submitted the Personnel Register in the past year are in violation of Article 30 of the Labor Regulation 2013. An administrative fine of Afl. 5.000,00 for violation of the said article may be imposed on these companies. Being in violation of Article 30 of the Labor Regulation 2013 also means that you have not properly completed the personnel register.
Companies using an intermediary (e.g., an accounting or consulting firm) are reminded that the duty to submit the personnel register rests with the employer, not the intermediary.
